For many of these people, it is just the perks of their privileged position. The only time we hear about it is when the unfortunates who really fall into the deep end, such as Hunter Biden, someone disappears only to be found with their "girlfriend" in Argentina, or someone films having sex on the Senate floor, make it unavoidable to notice. Drugs and hookers are the perfect usage for illicit money that you can't account for legitimately. Nobody pays attention to people being intoxicated from their long lunches (or just sitting in their offices.) It also makes them susceptible to leverage by the spooks.
It is a good reason some of the information from things like Epstein, JFK, and the rest will never see the light of day. What little gets out is disparaged as conspiracy theory and everything is just filed away for leverage for future use. You never know when you will need to call in favors.
Of course we will never know. It's not as if they would vote in favor of random drug and alcohol screenings. It would take all the fun out of business as usual.
